The Challenge

The Vancouver Fraser Port Authority (VFPA) is responsible for the stewardship of Federal Port Lands in and around Vancouver, British Columbia.  Working together with port terminals and tenants, VFPA ensures the efficient and reliable movement of goods and passengers, while integrating environmental, social and economic sustainability initiatives into all areas of port operations. The VFPA is striving to be a process thinking organization within the next five years to drive operational excellence and business agility. To assist with this mission, VFPA engaged Propel Solutions to develop a Business Process Management (BPM) Roadmap that would articulate how the organization will progress towards achieving this goal in the next five years.

The Objectives

  • Current State Assessment: Propel started with an in-depth review of the current state of the VFPA’s Business Process Management Framework.  The information provided was used to assess the current state of the model in order to develop a roadmap for its implementation.
  • Roadmap Development: Propel developed a comprehensive roadmap for the VFPA detailing an end to end plan, which included all the work elements to support the role out of six pillars: Process Development, Process Performance, Organizational Culture, Governance & Leadership, Tools & Technology, and Change Management. The roadmap provided recommendations on the mode, method, material and resources that were required in each year of the rollout.

The Results

The roadmap provided the VFPA with a comprehensive plan for implementing a BPM Framework to enable the organization to gain executive leadership commitment to BPM, and gain a culture of continuous improvement throughout all levels of the organization.  The plan will enable the VFPA to apply a consistent and structured approach to identify, prioritize and execute Process Improvement Projects thereby adding value to its customers and stakeholders. Propel Solutions was engaged by the VFPA to assist with the next phase by developing a Process Leadership & Governance Report to support the implementation of BPM.
